The style though looks more English - Edwin Landseer, Joshua Reynolds, Thomas Gainsborough - someone like that, ca 18th century - though it can't be that early since the clothing is almost certainly late 19th century, so I have no idea who painted it. The face doesn't look real - it is almost photographic compared to the rest of the picture.
