Ingres is the first one that comes to mind for me.
He was an acknowledged master at the technique of Glazing over the top of a grisaille under painting.

| I thought most of the masters that had that ultra smooth finish did glazing. |

Practically all the great painting masters used it.
It developed from iconographical religious painting in the middle ages.
Jan van Eyck (1395-1441) would have been the earliest significant painter to use the technique. In fact all early Dutch/Flemish painting is characterized by glazing. In Italy da Messina was the first to popularize it there in the fifteenth century. |
