It's tilted.

Laying down a wash is exactly as you describe, except that the pigment is setting out in the 'well' at the bottom of each stroke, so it leaves a visible line, no matter how quickly you work.

Grant ,I've found that if you mix about 1 tsp ofcastor sugar into warm water till completly desolved,let it cool then wet the paper down with it before applying your wash ,it tends to slow down the absorbtion of the pigment
giving you more time to get it even.
